Recent developments in the availability and quality of data allow to conduct new studies to analyze the link between policy interventions, international trade and value chains. The objectives of this research program are twofold: i) to promote the application of new databases through the development of applied analyzes where policy measures indicators are used as tools to provide empirical evidence on the impact on some variables Key economic issues, such as international trade, and formulate relevant guidelines for future policies; Ii) Measure quantitatively the participation and integration of countries within the global value chains of the agri-food sector and make recommendations on evidence-based policy on how to improve the level of such integration.<\/p>\n

Davide Vurchio<\/strong> is currently Post-Doctoral Research Fellow at the\u00a0Department of Economics\u00a0<\/a>and Manlio Rossi-Doria Centre, Roma Tre University.
\nHe earned a PhD in Economics from the University of Bari \u201cAldo Moro\u201d in 2016 and a Master in Economics of Globalisation and European Integration in 2012 (Erasmus mundus Master held by a consortium of nine universities and hosted by Universit\u00e9 des Sciences et Technologies de Lille \u2013 Lille 1, Universiteit Antwerpen and Vysok\u00e1 \u0161kola ekonomick\u00e1 v Praze).
\nIn 2017 he has been appointed as Research Consultant by the Research and Industrial Policy Advice Division of the Department of Policy Research and Statistics of UNIDO for conducting research on countries\u2019 economic structure evolution over time. In 2015 he contributed to the Industrial Policy Report \u201cObiettivi e strumenti per una efficace politica per l\u2019industrializzazione del Mezzogiorno.\u201d for CeRPeM (Centro Ricerche per il Mezzogiorno, Bari). In 2014 Davide has taken part to the UNIDO internship program at the Cluster and Business Linkages Unit of the Business, Investment and Technology Services Branch of the Programme Development and Technical Cooperation Division.
\nHe contributed to ICE-Istat 2017 report \u201cL\u2019Italia nell\u2019Economia Internazionale\u201d and to the book \u201cPer l\u2019industrializzazione del Mezzogiorno. Le trasformazioni recenti, il quadro nazionale e le esperienze internazionali\u201d (Viesti, G., LUISS University Press, Rome, 2017). In 2016 he also published an article on the Cambridge Journal of Regions, Economy and Society (with Nicola Daniele Coniglio and Raffaele Lagravinese).

It remains, however, the problem of having to justify in terms of the socio-economic impact a substantial investment of resources in basic research (see on Florio, M., Strong, S., & Sirtori, E., 2016, the Social Forecasting Impact of the Large Hadron Collider: A Cost-Benefit Analysis to 2025 and Beyond. Technological Forecasting & Social Change).<\/p>\n

Francesco Giffoni<\/strong> is economist at CSIL (Centre for Industrial Studies), Development and Evaluation Unit and lecturer at the Milan Summer School on Cost-Benefit Analysis of Investment Projects. He earned a PhD in Economics from the University of Rome La Sapienza. He spent a research period at the department of Regional Economics (RHV) at Erasmus University of Rotterdam and obtained a Master degree in Welfare Economics and Public Administrations at University La Sapienza. Francesco also attended several post-degree courses (Milan Summer School on Cost-Benefit Analysis of Investment Projects, the Winter School in Spatial Statistics and Econometrics at University of Trento, ERSA Summer School, Advances in Regional Science, and the Graduate Program at Einaudi Institute For Economics and Finance (EIEF) in Rome).
\nHis professional experience started in 2009 at Bank of Italy where he joined a team to evaluate the impact of human capital on the growth of cities. Over the years, Francesco, has been involved as econometrician and data analyst in several policy evaluation studies on behalf of many Italian and foreign institutions (European Commission, DG Regio; CERN, Government of Saudi Arabia, Municipality of Rotterdam; Italian Ministry of Labour, Fondazione Giacomo Brodolini, CISL).
\nHis research interests are in public and applied economics. Specifically, urban and regional development, industrial policies and policy evaluation, cost-benefits analysis in the field of industrial and investment projects, and large research infrastructures (CERN-LHC, HL-LHC, FCC-HH). During his career, Francesco has gained a sound experience in the use of different methodologies and tasks such as econometrics and counterfactual analysis, Bayesian Network Analysis, cluster and principal component analysis, impact assessment and policy formulation, report and academic paper drafting, questionnaire design and on-field interviews.<\/p>\n<\/div><\/i>2015 - 2017<\/h4><\/a><\/li><\/ul><\/div>

\nPersonal website<\/a><\/p>\nThe Evaluation of the Development Policies of The European Union. Impacts and Conditioning Factors
\n<\/i><\/strong>Supervisor: Professor Fabrizio De Filippis<\/p>\nThere is a full consensus, nowadays, on the economic and strategic relevance of the European development policies. Their role in terms of cohesion, however, remains not clear. Which is the territorial impact of such a large amount of Budget-resources? How does it depend on the territorial and economic context in which resources are being allocated and spent? Which is the role of the country-effect with respect to the one of local conditioning factors?<\/p>\n
The research project aims at contributing to this debate by studying the exogenous impacts of the policies through counterfactual methodologies applied at micro level. Endogenous factors such as the dimensions of the territorial disadvantage, the governance and the involved actors, the economic context and the policy whole structure will be accounted for as impacts\u2019 \u201cconditioning factors\u201d so that policies will be evaluated with the same approach of their current design and implementation, that is in deep relation to the places where they work.<\/p>\n

In 2015, with Riccardo Crescenzi (LSE and Rossi-Doria Centre)<\/a>,\u00a0Mara wins the Competition for the Best Paper presented at the \u2018Challenges for the New Cohesion Policy<\/a>\u2018 (Riga, 4-6 February 2015), organized by the Presidency of the European Union, together with the European Commission DG REGIO and the Regional Studies Association. The winning paper is entitled \u201cHow does the Net Impact of the EU Regional Policy Differ across Countries?\u201c<\/p>\n
In 2016, the research project How can the EU Cohesion Policy help persistently under-performing regions? by Mara Giua is one of the winners of the 2016 competition of the European Commission Best Evaluation Proposals on the effectiveness of operations co-financed by Structural or Cohesion Funds<\/a>.<\/p>\n
